The world football governing body, Federation of International Football Association (FIFA) has opened up disciplinary procedures against Spanish Football Association (FA) President Luis Rubiales.
FIFA Disciplinary Committee informed Luis Rubiales, President of the Spanish Football Association, that it is opening disciplinary proceedings against him based on the events that occurred during the final of the FIFA Women’s World Cup on 20 August 2023.
The events according to FIFA may constitute violations of Article 13 paragraphs 1 and 2 of the FIFA Disciplinary Code.
The FIFA Disciplinary Committee will only provide further information on these disciplinary proceedings once it has issued a final decision on the matter.
FIFA reiterates its unwavering commitment to respecting the integrity of all individuals and strongly condemns any behaviour to the contrary.
Rubiales kissed Spanish player, Jennifer Hermoso on her lips while embracing the player during a medal presentation at the 2023 FIFA Women’s World Cup in Australia and New Zealand after Spain claimed their first world title with a 1-0 win over England on Sunday.
The Pachuca player, who has earned 101 caps, had initially said on Instagram she “didn’t like” Rubiales’ actions but a statement released later on her behalf defended him.
According to reports in Spain, Rubiales is set to announce his resignation on Friday and has already informed colleagues of his decision.

“Rubiales will resign tomorrow (Friday). He had lost the backing of the players, the government, FIFA, and even those local organisations that depend on the federation budget,” Spanish football expert Guillem Balague wrote on X (formerly Twitter).
“[The] next step is for everyone in Spain to reflect on what has happened and why.”
